How much does a storm shelter cost in St. Louis?

Published prices for St. Louis-area storm shelters start in the low thousands for a small above-ground steel unit and run past $10,000 installed for larger units, in-ground garage shelters and built-in safe rooms. The only manufacturer we found publishing St. Louis prices, Survive-a-Storm, lists above-ground units from $3,995 to $8,985 and below-ground units from $7,315 to $9,775 (page last modified May 2024), with the customer providing the slab. HomeGuide's national guide (written February 2024; page titled 2026) puts installed safe rooms at $4,500–$14,000. Those are published third-party figures, not our prices — and a list price isn't what you'll pay once the slab, delivery, anchoring and permit are added.

The lines a list price leaves out

1. The slab. The St. Louis list above requires a slab "at least 4" thick with a minimum psi of 3000," provided by the customer, with minimum pad sizes and about two weeks of cure for new concrete. If your garage slab qualifies, this line is zero. If not, it's a new pad. See installing in an existing garage slab.

2. Delivery and placement. The same page says units are delivered to the end of the driveway and the buyer may need a pallet jack or forklift. Getting a unit into a garage corner — or into a basement — is labor.

3. Installation and anchoring. Anchors, drilling and setting to the manufacturer's pattern.

4. Excavation (below-ground). For in-ground and yard units: digging, spoil removal, backfill, and slab restoration. The St. Louis page says below-ground units should be buried at least 12 inches below the surface and installed by a septic or general contractor.

5. Permit. Unincorporated St. Charles County requires a permit for every storm shelter; other jurisdictions vary. See permits.

6. Extras. Interior lighting, an outlet, shelving, a bench, a battery backup for a basement sump.

What about money to help pay?

Missouri's State Emergency Management Agency says the state doesn't offer residents any grant, rebate or financial assistance for residential safe rooms. Federal mitigation money in Missouri funds community and school safe rooms through local governments. Read grants, rebates and financing before you count on help.

How to use these numbers

Use them to set a budget and to check quotes. A quote far below a list price for the same size probably omits installation or uses a smaller unit; a quote far above may include a new slab or a built-in room.
